A Republican representative, John Moolenaar, has expressed criticism towards the Biden administration's recent export controls aimed at limiting China's chipmaking capabilities, specifically in relation to Huawei Technologies Co.
Moolenaar, who chairs the China Select Committee, conveyed his concerns to Commerce Secretary Gina Raimondo in a letter. He highlighted that the new rules may have loopholes that could potentially allow Chinese firms to evade sanctions. Moolenaar specifically pointed out certain provisions in the export controls that could provide flexibility for companies like Semiconductor Manufacturing International Corp., which collaborates with Huawei in chip production. He emphasized that these regulations impose different restrictions on different parts of these companies, which could undermine the intended impact of the sanctions.
