The nearest facility offering maternity care was 29 miles away, emphasizing the dire situation for expectant mothers without access to essential medical care.

The closure of hospitals is not limited to maternity care but is a broader issue affecting various healthcare services across the state. In the past decade, over 112 hospitals in Pennsylvania have been acquired or merged with larger systems or for-profit entities. This often leads to the reduction or elimination of vital services, including emergency and trauma care, which are crucial for rural communities.

A recent analysis found that one in three hospital mergers results in either closure or a significant reduction in services, with rural hospitals being particularly affected.

Broken Promises and Loss of Services

The promises made by larger hospital systems during acquisition proposals often do not materialize, leaving communities in a difficult situation. For example, UPMC promised enhanced care and improved access when acquiring hospitals in Lock Haven and Sunbury. However, just two years later, UPMC Susquehanna Sunbury closed permanently, and Lock Haven lost its inpatient services, effectively losing its hospital status.

This pattern of broken promises is not unique, as similar assurances were made by Fayette Holdings when acquiring Berwick Hospital, only to close it two years later, leaving Columbia County without a local hospital or emergency room.

Proposed Legislation for Transparency and Accountability

In response to this crisis, lawmakers in Harrisburg have proposed House Bill 1344, which aims to increase transparency and accountability in hospital mergers and acquisitions. This bill would empower the state Attorney General to investigate proposed mergers, gather community input, and commission independent analyses to assess the potential impacts on local healthcare access.

It would also enable the Attorney General to monitor the commitments made during acquisitions and take action if those promises are not fulfilled. The bill has already been passed by the Pennsylvania House of Representatives with bipartisan support, highlighting the recognition of the urgent need for oversight in the healthcare sector.

The ongoing consolidation of hospitals raises concerns about the future of healthcare in Pennsylvania. While some mergers may have potential benefits, the lack of transparency surrounding these transactions makes it difficult to assess their true impact on local communities.
